I see a Director position at EY where the salary range is from $205k-$235k. Is that range for the first year salary or does that mean that while I am a Director for say 3-4 years my salary will only go to $235k max?EY

I’m assuming EYP as that is the directors range?
D1 makes $205k, D2 makes $220k, D3 makes $235k. Your salary will be based on what level D you come in as. Unless you have 1+ years of experience at manager, you are likely to come in as a D1

Have not had a revision to the bands in years and bonuses are lower and lower (or none) each year it seems

That’s EYP base comp. They have good bonus, unless business is bad.
If you are not promoted in 3-4 years, you are not doing it right. If you want their max comp, you should be ready to be promoted within a year.
Tenured senior manager at Deloitte makes low 300s. I’d assume that’s the ceiling for directors at EY too.
