Is it SAFE joining Wipro as technical lead (B3) with 37LPA? Knowing that package is pretty high as compared to collogues in same band. HR is not ready to give project manager(C1) position.
Appreciate your suggestions/input.

If you want to potentially lose an offer you can try to negotiate for more.
You're thinking about this the wrong way. 140k (assuming you negotiated effectively) is your market value. EY is just trying to give a comparable offer for your YOE/skills and they are 14% short.
Nothing about these consulting increases means there is actually a bigger market or more room to negotiate. And they haven't changed your YOE and skills which is what your original offer is based on. Its just the firm trying to keep people from realizing that they can actually go out and get 140k.

Are you willing to lose the offer? When you’re willing to lose it you can negotiate much harder. Were you at the top or mid point of the range for salary in new role?
You can try ... How much more are you looking for? Maybe ask for 10% and you'll get 5%?
when you say base of 140, are you not counting equity RSU etc which is a big part of packages?
Here’s my take:
If you’re making the jump just solely on base salary stay at EY. I’ll suggest take into consideration the annual bonus percentage, WLB, 401k match, and other perks that the other company has to offer.
It’s too late to negotiate a new salary.

If you accepted your offer, very unlikely they are going to negotiate against themselves. You can certainly try but you need to go in knowing they might pull it
