You can probably start the conversation by saying that you've been trying to operate at the next level - do you think I'm ready to transition to the next role?
I think you should have this conversation with your manager first, gauge their response and then try to work on the areas that can help with your transition (if needed).
I don't think there's a need to get in touch with the HR for this.
