Is optum global solutions a service based company i know it is captive of UHG but is the work done is similar to other service based companies like TCS, Infosys , Wipro etc..? And is there any concept on strict timings with check in and checkout time or is it flexible??

Lack of capacity - PM to reprioritize work and determine what can be temporarily skipped/delayed if this item is higher priority.
Lack of skill set - consider a research spike for what it would take. Is this something that am engineer can pick up quickly, or do you need an outside consultant. Does it REALLY need to be written in that language or can the team find a work around? Is this something you can buy and plug in?

This happens all the time, reroute resources, usually this involves bringing in the eng director, or in PM run eng orgs, a simple discussion with a peer. I hit this issue all the time with f-ing typescript, why is every legacy app goddamn written in typescript, no one knows it outside of devops hilariously (in my experience)
