I recently joined TCS but I was moved into very different project which was told during hiring. Also they told me for joining incentive but later after 65 days of joining they didn't give saying your business aproval got rejected. I really want to be with TCS but due to project dissatisfaction, I am looking for different job. I am not sure if I can leave the organisation soo soon(4 months) and it should not effect my carrier.

Enjoy it while you can
Your only job right now is to continue making yourself available and reaching out. Keep doing that and try learning a relevant skill (Alteryx, Power Bi, etc.) while you wait
I’m also in Advisory and for my department this is the slower season, so enjoy it. I will pick up come May if not before then!

What’s the penalty if you charge only 20 hours?
Just make sure you’re reaching out regularly and do it by email so you have a paper trail that you can point to. When you do get work, give it your best effort. Other than that, try not to stress too much. As a senior it’s not your job to go sell the work.
I’m assuming you’re in TAAG based on your comments. How long have you been in the group?
Well now I’m curious haha. If you’ve only been in the group a few months I’d say it’s normal. If you’re concerned, bring it up with your counselor.
Enjoy it while it lasts. The fact that you’ve pushed for work is enough to show that you made an effort. It’s not your fault if the firm doesn’t have enough in the pipeline to keep you utilized. I really wouldn’t worry too much unless you’re literally the only person in the group that’s not being utilized
