This is pretty common sadly. First of all make sure your leadership knows. Even if they can’t help in the short term this will help keep your self safe if things go sour.
Second document, document, document any blockers you would be surprised how much an unanswered email thread with you following up for next steps/info can go to save your ass down the line.
In the old days (6 years ago) a happy hour would do the trick. Just follow up and be constant eventually they'll get embarrassed not to be prompt if you are.
Persistence, call instead of email and vice versa, see if you can get someone on your side at the other company, drop by, or suggest a lunch meeting.
Sometimes there's too many hands in the honey pot, which bogs things down, frustrates things, etc. See where you can find advocates, doers, and streamline where possible.
I hate to sound somewhat controversial, but honestly companies everywhere are wearing their employees out! As a supervisor I learned putting myself in their shoes occasionally and learning their struggle benefited me most! It was tiring and few were willing to speak at first, but tired, lonely, and exhausted finds a way to make you listen and them speak honestly. Be careful in this endeavor, you may not like what you hear!
