Honestly it sounds like you’re already maximizing your outcomes. Give some serious thought to whether that low-productivity time is actually necessary. Couple ways that could be true:
1. The opportunities that allow you to be successful are not predictable and arrive with variability. That means you need down time/low value time where you are available to jump on them.
2. You may personally need that to keep the batteries charged and make you most effective when you are “on”.
3. What seems low value to you is actually important to your team or others which makes them more effective or elevates their perception of you.
I think I see some truth in this. But it just feels weird when I’m just sitting behind my computer doing trivial things while the client pays for the hours.

How would I go about networking when everything is offline? I think everyone in the line above me knows me and knows (to some extent) my ambitions.
Hm. I’m not sure I understand. Wouldn’t you just sell / deliver more work? Are you saying you aren’t expected to do this or it isn’t going to increase your comp?
It is not expected at my level. Last year however I made a deal to get more bonus based on my productivity and the productivity of my team but that was just a one time thing.
