Recruiters are one of the least prioritized jobs by agencies in terms of competence. At the end of the day, they'll find someone management is satisfied with.
Most of them have no idea how advertising works, they wouldn't know a good campaign if it took a dump on their doorstep. Since they're dealing with people who are neither employees or clients, they can be terrible at communicating, ghost you, waste your time, and never get reprimanded (or even known) for doing it. Agencies hire young, cheap recruiters with low experience to keep salary costs down.
I worked at a shop where the recruiters had "cheat-sheets" that was just a list of agency names in one column and awards in the other. They'd match-up resume details with the sheet, and if there were no connecting dots, your resume went in the trash.
Indy recruiters are far better because they have to know what they're doing to be placing people in ad-industry jobs. General recruiters hired at the McCanns or Ogilvys of the industry just need to know how to open an email.
This is also why so many agencies get bad talent, you can't judge a person solely on those minor details.
Look at places like W+K, most of their recruiters are old as hell, have a history in the industry in one form or another, and know exactly what to look for. That's how W+K manages to consistently hire "no-names" with mediocre-looking resumes who end up doing absolutely fantastic work. The recruiters know what they need to look for in good talent, and the resume isn't the holy grail

Creative Circle and Robert Half are scams. Don't bother
WK doesn't *only* hire nobody's. But I know a few folks who came from some small local shop or mediocre agency who got in and shined, and they have colleagues who are in the same boat. I've rarely worked with folks in those same backgrounds at my half-decent Y&Rs and Publicis' of the world.
Nobody who would be good at recruiting chooses to be a recruiter for a career.
