I’m not saying they’re right. I’m saying they don’t benefit at all from posting the rate and someone is more likely to accept a rate lower than their normal comp after they’ve already jumped through some hoops.

This listing is probably legit and nothing wrong with it other than the BS years of experience limits? Wtf there. But on locale… Often, these jobs can have heavy local content creation production - it’s where the cars are but the job is remote to an office. They also will want you to travel to client at low cost.
I live in LA and work exclusively in cars. I’m on jobs constantly and one of the things that is required is that I live here, but my job is “remote” to an office.
If I didn’t live here I’d never be home and the clients / agency would have to spend 1/2 + my compensation just on travel.

Looks more like someone just wasn't reading and didn't realize they said "remote" and "must be in X location" in the same paragraph.
About as much care as I'd expect from a typical hirer, not gonna lie.
I’m assuming it’s remote because we don’t have an office anymore but there’s a significant number of people working in Detroit on a Detroit based client that leads to some in person needs.

We now live in a world where 5 years is "senior." Read between the lines on that. "We want "cheap" and will not pay to relocate you." RUN AWAY!
Clients often require local teams for in person meetings. Huge has no physical agency office in Detroit metro but that is where the client is located. So it’s remote in that you work from home, but you have to local. Seriously not difficult to figure out people.
If you need to live in a certain location to work on-site part of the time, that's called "hybrid", not "remote".
