Depends on your experience. If you’ve not done consulting before, you’d probably need to practice being an associate let alone a consultant.
Interviewed for a manager position and was told they would offer S3, so I said fk you (figuratively). Few months later the same company reached out again saying ok to offer the manager position, I said fk you again and dangled a much better package in front of them. It’s unnecessary, but felt great.
I came into k from industry with about that amount of experience and accepted a level lower. I feel screwed over as others came in with similar backgrounds at the higher level.
I say keep pushing for the level you want. They may accept or not. But as stated earlier, a year in the grand scheme isn’t a big deal. Hurts the ego though

If you interviewed for a particular level and they offered you a level lower that means you didn't convince them you were able to operate at the manager level. YOE is immaterial in that situation
10yoe doing what kind of consulting where? And how long have you been a manager? If you've been a manager for 1 5 jr mor years at another tier 2 shop (S&, Kearney, OW...) they're giving you the short end of the stick. If you have less time as an M, especially at a lower tier firm, then maybe the down level is justified.
Correction: "if you've been a manager for 1.5 years or more years"
