Hii Guys, Could anyone give me some clarity on the below point. I have cleared 2nd round of technical interview at Deloitte, but my candidature is still showing as interview in progress at Deloitte careers page. I had a discussion with HR on this and she told me that next process is pending from management side. It's been almost 10 days since from 2 nd round of interview. That’s a little odd. I don’t know if your particular agency Must to do this but I’d think there’s a way around it. I’ve never had that happen anywhere, including government. I almost never provide current employer references for the same reason as you. I usually provide the employer before the current one or other professional colleagues who can speak to my work
I know of one recent example where the FTC insisted on contacting the applicant’s current supervisor. But they were assured that they were the finalist and they wanted the supervisors reference to extend the offer. They got the offer.

I was asked to provide contact information for a current supervisor when I applied for government. I let them know i would be happy to provide that information if i became the final candidate for the position. They let me know when I was the final candidate, and then I had a conversation with the partner I worked with about it. It was stressful because I didn't have the offer in hand yet, but it was better than asking for the reference during the early interview phase.
I had my past employers contacted but not my current (former) employer during the interview process. It could have been because that employer was actively litigation a case against the City, which is how I got on the city’s radar for my current role.
I was fine with my agency calling, but after my interview and before my offer all my references were called
