I had this happen. I got hired after a 6 month hiring freeze and took the job because I bought into the company culture. But, they still weren’t doing well and company culture gets pretty stressed when they’re not doing well financially. I’d say it not a good sign of the financial or organizational health of the company. Ask lots of questions and make sure that you want this place
Personally, I think this is more a reflection of the lack of order, process and / or professionalism on the part of the agency. I don't buy the BS about not being ready or taking their time. They're either needing to hire and clear with this need (or they're not.)
They could be waiting for a new client contract to be signed and the delay could be on the client side/legal reviews.

And, let’s not forget that the further you make it, it’s more likely you begin to meet with higher ups whose calendars can be especially tricky to navigate. It’s kind of crazy how getting an offer can be contingent on someone’s calendar (just for a sign off!)
And, my advice is that if that seems like the case, suggest a call or FaceTime instead. When interviewing for my last job, an executive had a pretty robust work from home schedule which narrowed his in office time to just a few days a week. So I offered connecting via phone, they agreed, and the process moved much faster after that.
