Is it possible to get a job in Canada when applying from the USA? I’m going to be cold applying, is this a good idea or are there other better ways to go about it

I guess job will help boost the score. Depends on your current score and how much the job offer can add to it.

Get a work permit and work there for some time on visa. Your score is indeed low. PNP will be helpful but its almost near impossible to get it given the heavy pool.

Did you get PR ? Yes you can apply , if you have PR. Just buy a cell phone number ( Toronto) add it on your resume .

Solid advice about getting a Canadian cell number; without that you will get nowhere. However, without PR it is not going to be easy unless you have an extremely niche skillset.

Lots of VOIP providers online or just buy a prepaid burner phone/SIM online and have it shipped to you.
