Is it possible to get a LEK consultant position with 4 YOE and no mba as a lateral?

I received a job offer today as a commercial real estate Portfolio Manager II for $110,000 base salary, 10,000 signing bonus and 15% annual bonus pro-rated. I have 8 years of commercial real estate experience in different areas ranging from closing, client relations and currently AVP of client relations. This position is in the Scottsdale, AZ area. Any suggestions of how much I should counter?

I mean what is the time of the year where requirements in most of the companies are at pick?

Like in Dec and March you will see less requirement due to Christmas and financial year ending. Similar what is the best period?

Because in my previous switch, 15 days were wasted due to Christmas and in March lot of requirements went on hold due to financial year ending.
