You can try but it’s going to be difficult. Internal transfers require approval by your current manager/team leadership plus most companies have required minimum time in a position before moving to a new one (sometimes 6 months sometimes 12 months).

Yup that's my overall biggest concern is if I apply and interview but don't get it and my manager finds out I'll be in hot shit.
Other people that have worked with him tangentially have generally avoided him and talked to me about it, which is why I'm scared of him
As his only report I basically do everything for him but with no recognition and I've gotten minimal training/coaching from him because we started at the same time. I don't think we're I'm at is a good fit long-term because of this dynamic.
Since I'm his only report, I know he won't be receptive to me trying to switch and if I do apply to the other team I'm afraid he'll find out.
Is it worth taking the risk of applying to the other team? And if so do you have any recommendations on how to approach it?
Another caveat is that although I find the other team's work more interesting, it's on an internal non-revenue generating role whereas I'm currently on a team that generates revenue. Since I'm at a not-profitable startup this is another concern during this current environment as I'm assuming an internal role is more likely to get laid off.
Any advice or input is greatly appreciated!
Have a more in-depth conversation with that someone that reached out to you to apply. Ask them how the group is doing during these uncertain times, I think it might be safe to assume if that person is asking you to apply they are trying to build up the team, so that would be a good thing. Once you get some satisfactory responses, double check your employee handbook or whatever there is about how long you need to stay in a position before you transfer internally like PwC1 pointed out.

Yeah I had a pretty in depth conversation with the person that reached out today. It seems like a relatively safe position as it's working on some of the company's biggest initiatives and the team reports directly to COO
I'll definitely check the handbook/reach out to people that have made the switch to determine if I'm even eligible.
