First and foremost, know that it is a horrific job market out there, I caution against saying pr doing anything that would put your job in jeopardy. Secondly, missed expectations are no fun, though you have to take a big piece of responsibility for how much you've built this situation up in your mind. I don't know exactly what you manager said, though "more or less promised" isn't even a promise, much less something in writing, and the amount they had in mind probably wasn't even in line woth what you were getting yourself excited about. It's very likely that your expectations had grown well beyond what was actually said.
All that aside, things happen. You manager very well was making comments about an increase in good faith, fully expecting to make it happen, and when the time came the business did not do well enough to make it happen. Your manager probably learned how little control they have over these things, and hopefully learned not to make promises beyond their control moving forward. This wasn't done to you with intent, disappointment makes sense to agree, but not self-righteous anger.
