The hardest part I have found about this: The better a job you do in your technical role, the harder it is for them to pull you out of it for leadership roles. That being said, you have to be very intentional with your goals and find the place and people that will support them.
In my field you take the lead jobs, get the PMP (or like cert), and at least a BS/BA degree. Volunteer for projects at work. Lead that Saturday equipment refresh project. Do more than wait for an assignment volunteer for it. Network, network, network. Go to the after hours social events. If networking, certifications, taking on projects, and experience in the field does get you there put that on a resume and go somewhere else. On your resume make sure to use words like lead a three month project of equipment refresh that included..... also use the exact words as they use in the ad in your resume. If it states they are looking for leadership.. work leadership (not just leader) into the resume.
