Definitely start looking for a new job. What I usually do at this point when you’re doing more work for the team than they’re paying you for, put a longgg vacation on the books. Ideally over a week. And schedule it during an important time. I try to see if it changes anything or if anything bubbles to the surface. Otherwise, try to leave. Also take some days now to help with the burnout.

Unless they start paying you your non-existent CD’s salary I suggest you try looking to leave. Yes, the market is bad but it sounds like you’re being taken advantage of.
It’s with an ACD CW, we both share the same title but outside of overseeing work together, we don’t work together as creatives.
Whose work are you overseeing? As an AD, you should shift your focus back to your own projects. And are the projects going well, more or less?
In meetings, do you ever ask your partner to weigh in on copy, for example? You may have the answer but this will empower them to share theirs. Besides just getting to know the person better, I’d lean on them to do their part more often. Don’t start meetings without them. Offer them the opportunity to weigh in when they’re there. This will help them rise to the challenge or expose them as not ready. You’ll continue to look like the leader people will look up to.
