It depends entirely on where you are commuting to and what direction you are coming from. Commutes north from downtown area will be rough in the morning, the same is true with commuting on any of the southbound highways from the north. Commutes going east in the AM and west in the PM should be lighter
If you’re in San Diego proper and your office is also in SD proper, you’ll be fine.
