Just received interview feedback that the Director (who interviewed me) wants to hire me as an SC, but the Partner (did not interview me) wants to bring me in as a C. What’s going to happen?

Should I wait or move on for infosys (gave interview on 1 Nov 2022 and selected) company?
Role : .Net developer
Current pay : 8 LPA
Expected pay TCS : 11.5 LPA(still waiting for TR results)
Got Offer from infosys : 10.5 LPA (offer released)

While I look for work, it’s a bit discouraging seeing how hundreds of people apply for positions I see on LinkedIn. I still apply because you never know and AI plays a huge effect in selections. After my HR round today, Hr called up and said that will move forward with the offer but approvals with higher management might take some time as there is a hiring freeze.
Do you think offer will be released? And how much time these approvals take ?

She mentioned at the end that they are definitely going to offer as all feedbacks are positive.
But it all depends on the approvals.

Joined in Oct for SAP functional. Now one manager who interviewed me reached out that there is a training material developer project which will start on 20 nov for Oracle timeline is 2 months only and SAP projects are in pipeline there was one coming but no guarantee if its final and if it has to come it will be in this month because in dec new projects do not onboard. I have worked on oracle in the past but now am fully into SAP. Should I take this project or wait until Jan for SAP project?

That was on September 9th. I sent a thank you followup email the next day with letters of recommendation like I had mentioned in our conversation.
