Stay in Dubai and do studies in London. The pay cut to London is too significant.
Oh sorry. Projects are referred as studies at McKinsey. I meant be based in Dubai while doing travel to the UK

London. Dubai is only impressive to other people in Dubai. Literally everyone else thinks expats in Dubai are trashy. If you are actually from their (or wider ME as it is so much easier to get work visa in Dubai) then there is more acceptance.
Bottom line- Stay in Dubai for now if u think that will save money. You have very little work experience to get heaps of money in the UK. As for settling in London longer term real estate in London is mad right now and will continue to be like this even if other parts of UK fall behind due to recession.
Just to add my personal opinion- london is way more amazing to live than Dubai. Weather is a bit crap compared to Dubai but lifestyle more than makes up for it (for me)

Transfer to London. It'll be easier to find your target exit in London than Dubai, so think of the loss of compensation as an investment in finding a better exit.
London. No brainer since you are looking to exit and not live in Dubai long term.
