Careful with doing it to their face....I'm worried you might get fired. I would raise this to HR and THEN sit down with the boss and explain your feelings. Whoever is higher than him, his boss, should be at the meeting too.

So...what if you team up with the office, trying to talk all together with him/her. At least it won’t be able to focus its anger with someone specifically.

Do with tact and warmth. You dont know if something is going on at home or unresolved childhood trauma. Drop therapy hints too.
That’s a nice approach, but is also causing trauma for the person receiving it. Especially in the long term. You should bring specific examples of this to the person above them.
