It's true. But you can't expect high ratings if your utilization is lower than your peers. If you have 80% utilization and your peers have 85%, that's not too bad, but there's always going to be those people with amazing utilization in any market because they're so exceptional that people want to always staff them. I've seen projects where managers/SMs rolled average People off immediately once their rockstar performers came available.
Here at EY, SMs, PPEDs and senior leadership were surprised to here that seniors and staff felt they had very little control over utilization. So clueless.

That's great! BUT my skeptical side tells me it's also a way out for when the team gets minimal raises and promotions. Maybe because it's just so uncommon.
Had PPMDs tell me the same thing. It helps explain why I was under 30% utilized as a campus hire and still get a 2 rating (1 being the best)
