Come to Rittenhouse or queens village

Graduate Hospital, Fairmount, Rittenhouse Square, Queen Village and Society Hill fit the bill
Rittenhouse Square. Checks all the boxes. Moved here in the summer without a car and haven’t had any issues. Plenty of restaurants, stores, and activities within walking distance. Can take SEPTA if needed (I’ve really only taken it south to the stadiums, but my wife takes the bus/trolley to work and it’s been fine) and you are close to a few different parks + bike/running trails. Amtrak station is really close as well, which is super convenient.
As for safety, normal city stuff, so just be mindful. Safety was one of my main concerns when moving to Philly, but I’ve actually enjoyed it a lot
You can live in Center City. Find an apartment within walking distance to your office. It’s very do-able with your budget.
OP, on the center city rec, any neighborhood between South St and Arch St would fit the bill. Also would consider fish town (where you'll find young people and lots of condos up to Girard/2nd vicinity) and passyunk sq to the south but more townhomes/fewer condos down there
Check out the piazza in northern liberties. Lots of young professionals, good singles scene, top notch amenities. Bit pricey compared to other places but worth it IMO
I heard it was falling apart
Look all in center city, Rittenhouse, fairmount, old city, etc. you have the perfect budget of around 3k for some really nice buildings with lots of amenities. And being in center city you can pretty much walk everywhere. All the buzz and events are pretty much within center city.
Franklin towers, the Hamilton, the view at old city, 1919 market, the Carson, the Atlantic, the girard, just to name a few.
East Passyunk
I would also recommend the Bella Vista/Queen Village area, speaking from experience. It is easily walkable, very quiet yet also close to a number of restaurants and bars. It may be somewhat slightly more difficult to find an apartment here as many of the locals are homeowners but I could point you in the right direction for listings.
Old City!
My vote is for Bella vista or any of the adjacent neighborhoods. Walkable to any CC office and all the nightlife the city has to offer. Has an extremely cool neighborhood vibe that other areas just don’t have because of constant in and outflow of residents and businesses. Food options in and nearby are consistently ranked as some of the best in the city. It’s very safe and you’ll never feel uneasy walking around alone at any time of day or night. Rarely if ever see homeless in the neighborhood. Beautiful classic architecture and cozy narrow streets all around. I could go on and on.

Agree with the above, especially if you're coming from Williamsburg
I lived in Graduate Hospital and absolutely loved it. Other super close neighborhoods with the same feel would be Rittenhouse or Fitler Square. You could get a great townhouse apt with that budget. Easy walking distance to CC, amazing food/bars/coffee shops, and close to gyms (I went to City fitness Grad Hospital).
The best part though is the neighborhood feel. Mostly townhouses with patios/ decks, friendly neighbors (some families, lots of young couples). I really liked not being surrounded by huge buildings / apartment complexes but being able to walk into the city if I needed to. Also close to parks and running trails along the river, which I loved. Great HH spots nearby with $5 apps and drinks!
Queen village or fitler square
You can pretty much live anywhere on that budget in Philly? What do you do for work that’s excellent total comp for Philly?
I lived at the commonwealth at 12th and chestnut for a few years in college, they are right next to a whole bunch of new development in center city. Reading terminal was two blocks away for fresh groceries and things like that, was great. Affordable when I rented for what we got, not sure about it now.
Side question - What job pays 240k TC that requires living in Philly? A remote role or is there some unicorn company that I haven’t heard of, in tech?
