I think “good” would mean different things in your role. For example, you’d want to be at an agency that demonstrates a healthy business model and growth year over year. Is your financial and business leadership driving increases in profitability, keeping costs (payroll, overhead) down, increasing revenue among existing clients etc. Is the business being managed well enough to avoid layoffs at times when other agencies are cutting headcount. Metrics like that I think would show the financial savvy and responsibility — and therefore your departments value and contribution — and may be more relevant than how many Lions were picked up last year.
There are agencies that may not have a ton of award winning work but are actually really well run, well oiled machines. And there are agencies sweeping award shows that are run by kindergartners who couldn’t make sense of a quarterly earnings call if you had a gun to their heads. And yes, I’ve been at both types of places.
May be worth sitting with your CFO or department head and asking to learn more about the business itself — I’m sure they’d be happy to see someone eager to understand how agencies make money and what goes into running a healthy and profitable business.

Read reviews comparing the companies. I think that the type of work will be pretty standard across the board if they are for the same position, but things like work culture could make a big difference in determining how long you stay at a company, and how happy you are there. You may also want to ask about the career path for each company as well, and see which is better for you in the long run.
