The first part may be normal. The second is bad dealmaking/crappy contract drafting--there may be a substantial cost and saying, "Oh, BTW, if we don't get to this huge, disruptive project, you can deal with it and foot the bill."
A well drafted contract will clearly state who is responsible for what, who pays, and by when. This clause is a big shrug. I'd be very worried about Seller screwing Buyer here, and I would not allow the two clauses together bc Buyer then just agreed in writing to get screwed.

Yea thats the only problem some people really are willing but tbh idk if i am at this point. I dont want an extra 10k-20k on me after escrow closes. Sighs it was a good house but not meant to be i guess.
