Promotion rejected for budget reasons, has this happened to anyone else also? Last time they said my case is not strong enough but now it was but still rejected.

Senior engineer making 135k and I was offered a promotion to engineering manager after completing a development plan. Near the end of the plan and I expect compensation talks to start soon. Based on some research around Boston and my role in the company, I feel 165k plus 10-15% bonus is fair. Nonetheless, first time going through something like this and asking for thoughts and comments. Does the addition of “(level) II” make a difference to anybody? I am the only marketing communications specialist for a lead child-welfare nonprofit. We oversee four counties in two circuits. If a firm has multiple openings that you’re interested in, is it a good or bad idea to apply to more than one position?
