I'm working in the US under H1B, I got a chance to face an interview for another company. My current company started the PERM application also and results will be out within the next 3 months. Is it okay to transfer my H1B to a new company? Can my H1B transfer be denied? How long will my green card application delay if I move to a new company and start to apply for a green card from scratch?

I was put into PIP in my first company. I believed my manager said that it's only for improvement. I signed it. Later realized it's a termination plan. So I quit the company. But after 5 years I got a call from my First company HR for another role, I was happy to take that opportunity. But later HR called me and said they couldn't proceed for some reason. We get about 3-5 requests daily to fill out salary certifications for our employees in EMEA.

At the moment, we have to do all of them manually. We open a pdf, then open their employee file and plug away. It's tedious and time-consuming, but the banks I found won't accept an internal salary certification for some reason. They're adamant about using their form. Has anyone come across this?
