I do think work experience should be highlighted more than education. A lot of successful resumes that I'm seeing include a summary at the top that allows you to explain (in a few sentences) who you are, what your experience is and what your goals are. This allows you to show a full picture of your experience from the start, and makes your resume more personable
Yes, tech and tech adjacent fields are really interested in a summary these days too! In my experience, tech orgs are looking to hire people with personality, so writing a summary up top is a good way to show that you're passionate and accomplished
Summary to start and then experience. If you are applying for certain engineering or technical jobs, bringing education to the forefront can help(certifications, engineering degrees, etc). With only 1 - 3 years of experience, mid level jobs might be a reach.
1 - 3 years of experience won't fill up a resume. So, having a summary at the top of your resume would add content. Which could make a candidate stand out.
