You don’t owe them anything, your employer isn’t your friend or family any more, if it ever was. They’d lay you off as soon as they thought it would help pad their bonuses.
Take the bird, and if the other thing becomes an offer, just say “you know what, this just really isn’t the right fit for me” and bail. Sauce for the goose is sauce for the gander.
This is a whole lot easier said than done. Our is a small industry and OP is trying to avoid burning bridges, which this kinda shit absolutely would. I’d be pissed if I spent a bunch of effort interviewing people, building an offer, onboarding them, and then they bailed on me out of the blue. OP was right to ask how he can stall in order to avoid this.
Agencies will lay you off at a drop hat if so much as the wind blows.
Either let the agency you’re waiting for know you received an offer, or take the first job offer and then jump if the better offer comes.

Just ask them when they need a decision by.
I once got an offer at an in-house agency that I was only somewhat excited about. I accepted and was going to start within 10 days, but got another offer and backed out two days before I was supposed to start. I felt bad and may have lightly browned a bridge or two, but it was the right move.
For the record, we had this exact situation happen (someone accepted a job and resigned week 2) and everyone moves on pretty quickly. It's disappointing at first, but since you were there for such a short time, barely anyone will remember your name if it comes down to it. Do what's best for you.
Look out for yourself. No one else will. Take the job you can get and give them 200%. If the other gig comes and you are sure you have it. Give 2 weeks notice to the first job.
