Take your time. You’re a strategist, be strategic. I know it seems urgent, because this is new information to you, but this has been going on for a while. Taking a week or two to gather your thoughts, make a plan, and approach with a cool head will only increase your chances of coming out ahead.
Really depends on how large the agency is, how many offices. Your manager may not know what an entry level strategist is making if they haven’t hired one to their team in a while. I was in this situation when a team member brought it to my attention. I would talk think and talk through as mentioned above.
One way to think about this is that they are paying entry level people more than you, and that’s an injustice. It is. But another way to think about it is you KNOW they’d be willing to pay someone in your role much more. Now, use that information to your advantage. Go get an offer somewhere else. A juicy, higher paying one. Talk to a consultancy, they’re always hiring. Then bring that offer to your boss, tell them you want to stay, but you got an offer you can’t refuse. That always unlocks the secret stash of immediate money, not the “we’ll do something in the next two months” money. And I guarantee it’ll get you more than pointing out that people with zero experience get paid more than you.
Good point, don’t talk to another company unless you’d consider going there. But if you’re being paid less than entry level, honestly you should consider going there.
Honestly? I would just leave. I wouldn’t even bother with trying to get a counter offer, I would just go to another agency and leave. Two years making less than an entry level is just insulting to your intelligence and how they value you as an employee. But that is just how I would feel about that and likely approach it. You should go with your gut and do what feels right for you
Ask for a salary adjustment. It’s not the same thing as a raise in my eyes. I was able to get two people sizable bumps in salary that way.
Obviously I’m going to talk to my manager but I just feel taken advantaged of and feel like I need to escalate this to HR if nothing is done ASAP. Has anyone ever been in this position?

If base salaries for your role have gone up, you need to find a friendly way to ask HR if your role has seen Salary Compresion. A Compresion adjustment could then be added in addition to your merit cycle. Good luck! HR isn't dumb, they try to watch out for this stuff too.
Check your facts-that is a huge difference especially for entry level positions. If you are right, you should be compensated from the point that entry level salaries cross-crossed your current.
