Id wait for 1 promo from A to C
Unless the boutique is something particularly unique or does work you're super interested in you'll have plenty of opportunities shortly in the future and a better exit point
Assuming the promotion is not to manager after 2 years. If the work opportunities are similar, go for the higher pay. Keep in mind that name brand early career is definitely worth more in mid career though.
Smaller firm will give you 5 to 10% raises per year and less interesting work? Your manager promotion plus interim increases will balance it in a couple years. Short term better off moving. Mid term is a toss up.
Mid career I moved to a smaller firm, but it was a well known brand even though it was 50 people. I went to learn a specific skill, not for the money.
I'm always of the opinion that you don't chase money. Chase career usable skills. The money comes with capability. I know I'm not in the majority here. This is coming from a former B4 partner who never looked for partnership.
