In the case of the small agency I just joined, they didn’t even look at applicants out of state (I was a exception for whatever reason, moving out of NYC for it) -
Some reasons for that are probably: salary expectations can’t be matched from bigger to smaller markets, and they don’t want to pay relocation.

It was an agency in my home city so I put my parents address.
How good are they creatively? How big are your ambitions? They might think that you’ll leave them for a better, bigger agency the first post-COVID chance you come across.

Honestly they are kind of mediocre which is why I’m surprised. Was doing it for maybe living closer to my widowed mother to help her out for a bit and get some cash flow.
They might have hired someone who has freelanced for them in the past. Sometimes it is a known person and the job posting is more of a formality. That’s happened to me a couple times.
Have you tried asking the people that made the decision or did you jump straight to the internet strangers?
