Same. I'd hate to lead a team like that.
Sounds like the team is the problem. If it's not in the contract that team members be remote, the leader can always mandate in-office requirements. Working remotely and turning a camera on is really bare minimum.
I get the aversion to coming into the office, commutes are a pain and there are distractions, but it’s a bridge too far to think turning on your camera is also too much…
Yeah definitely a team problem. If I was that leader I’d be thinking about making some changes in that team…
How hard is it to turn on your camera for a work related call?
Here are a few reasons people may be averse to turning on their cameras during meetings.
1. Surveillance concerns
2. Neurodiversity considerations
3. Appearance - related pressures
4. Cognitive load
Also, I don’t think it has anything to do with not wanting to look at yourself so much as does with have several people staring at you.😂
Why doesn't anyone want to be on camera? Is it so you can do other things while the call is taking place instead of engaging in the conversation?
I will never understand this aversion to cameras on when remote. Sure, I don't want to be on at 8am but at 11? It's nice to see the people I'm talking to. Nobody mandates camera on. People do it naturally. It's a sign of good versus bad culture.

Does the company expect work attire and clean office spaces or something? I don’t understand the aversion to it but I have a more casual work environment (pets on screen, bed head, who cares?)
I find it creepy when I never know what people look like despite speaking to them on a regular basis.
Why not invite them to an in office lunch?
What's the big deal? Unless you're not actually giving your best effort and milking the opportunity to work from home to have a better work / life balance. Maybe grow up and accept your responsibilities. 🤷♂️
