A lot of companies are doing that due to inflation which is why many people are leaving to join other companies (you can read threads on here where people state this). They are giving bare minimum raises/bonuses despite employees mostly delivering a higher overall performance to the company (the advantages of WFH). The individual company maintains a profit at the expense of their employees and that keeps the shareholders happy.
It's honestly sad to see because technically some or most people are getting a pay cut even though they put in above-average effort in the prior year during the pandemic.
