I usually check with my manager first and sometimes with HR if there is any question about what actions to take. It's my least favorite part of my job, but it comes with the territory.
I confirm with HR the process and make them aware of the situation. Unfortunately, employees may go to them and accuse you of picking on them. I have seen it happen repeatedly. Make sure you have dates of when the employee called out. In the write up I always include the dates and whatever timeframe may be included in the handbook (ie no more than six call outs in a twelve month period). Also I include a copy of the attendance policy.
HR will guide you though to ensure the process is followed.
