What is the issue? Did the HR person report directly to him or dotted line? The fact that he was married is not relevant to whether he can do his job or not unless you hold your leaders to a standard above reproach but that is a slippery slope. Does your employee manual specifically state no manger/insubordinate romantic relationships regardless of reporting structure? The HR person left two months later can that not be the resolution? How is the company going to explain opening an investigation now almost 19 months later?! Seems like a witch hunt that you don’t want to be involved with.
The policy only says “you can not directly/indirectly report to each other”. The Hr employee only reported to the HR manager.
I think you should do what the company policy says. Regardless of if the employee is valuable or not. What is the point of having company policies if they will be measured based on how valuable an employee is.
C1 makes a great point, but based on your answer, it still seems like there's some gray areas in the situation.
I think you're already a tad bit too late for that one. I don't think it's even relevant anymore seeing as it's been well over a year since it happened. What made you consider investigating it this far?
I'm not sure what the exact length of time would be. Where do you live? Do you think there is going to be an investigation? Are you for or against it?
Yikes, I'd be stressed about that too. But he was likely making threats because he was feeling nervous. (Or he wants to dissuade people from pursuing the investigation for his career's sake.)
Unless you have an explicit non-fraternization policy or contracted morality clause I don't think anyone has done anything wrong here. Is it unprofessional to make out at work? Heck yes, but it's not illegal. it's also not illegal to cheat on your spouse. No legal case here.
There are companies that do not condone immorality within the company premises. Well, it really shouldn't be. But there are companies that draw lines between professional and personal matters. As long as the work is done satisfactorily and the relationship does not affect the work. It's better if you check the company policy, it doesn't matter whether or not he is an asset of the company. Policies are set out as guidelines for employee organization and discipline.
Why didnt you do something when the issue first arose? Why investigate after the issue resolved on its own?

If it was going to be investigated, it should have been investigated at the time, even though it sounds like they did not technically break the guidelines of the company policy since the HR employee did not directly report to the Ops Manager. It would set a pretty bad precedent (and seems kind of petty) to go back and investigate something from over a year and a half ago and could set the expectation that any claims from the past would also be investigated, whether employee works there or not, which would not a productive use of your or your team's time.
Sounds like instead of an investigation, the company policy needs to be firmed up.
If the ops manager is valued, and the new couple are happily engaged, what is the exact problem you are trying to solve? You may have a policy that was violated, but people are people and they tend to fall in love from time to time. If you did not react at once, then why act now? Will it leave you, them and your company in a better or worse situation?
Hello. It depends if there is a complaint filed. If there is none, I think it's too late already. Do you have a policy that disallows forming a relationship within employees?

If you investigate this now you are opening up a new can of worms and setting up a precedent of investigating old matters. Like some one said why did ya wait? To me, it sets up a really bad tone for the dept.
Did anybody file a complaint against it? I agree that it would be grounds for an internal investigation, but if nobody acted upon it then I think it's a little too late.
Why investigate more than a year after the fact? Two people found love. Just be happy for them. Not right about the ops manager cheating on his wife but maybe their marriage was on the rocks as it was and is really only their business.
