Depending on the size of the firm, they most likely will just forward your email to Hr. Talk to a good recruiter - they usually have good relationships with the firms.
If small/midsize okay to reach out, but definitely expect the info to be sent to HR. I would suggest emailing the internal recruiter email first and look to see if any partners are posting the jobs on LinkedIn, which usually indicate they're involved or at least somewhat aware.
If there is a particular thing that interests you about the partner, it's fine to reach out and say, hey, I just applied for .... and would love to hear about [whatever made you reach out]. Don't email blindly with nothing of substance. Treat that partner like a client and make it worth their time. Also, don't email a bunch of partners the same thing. It will turn people off, just pick 1-2 and leave it at that.

I’m in ip. Life science patent prosecution. We had someone email a partner in ip litigation. He sent the cv to us and we looked at it. Partners are people; some are nice and send it on. I may have seen it anyway from Hr but here it came from a partner so I looked at the email. Might be worth it.

I probably wouldn’t reach out directly to the partner unless we had some sort of connection like the comment above mentioned. I would look on LinkedIn to see if we had any mutual connections and ask that connection to connect us if that person knew them personally.
