I am a young professional... But every job interview I’ve had so far pretty much just wants to know what kind of person I am. They are as interested in my leadership/communication as much as they are in me talking about my experience.

I applied to a job at KPMG and did the first two rounds of interviews, general interview, then case study and competency. Never before have I had such a positive feedback at the end of an interview of the 2nd, both said really like me, I did well etc.
It's now been 3 weeks since the interview and I still haven't heard back from the team other than the odd HR email saying they are following up with them. Is there something going on internally, I.e hiring freeze in the London office atm?

I had cleared all the rounds in S&P and had salary discussion 1.5 month back. The HR is always saying the management is on leave and will soon get the approval and release offer. Today she shas asked for one more week to release the offer. Should I wait for it or move on. Are they waiting for some other candidate to join before rejecting me at last moment. The HR says the delay is happening because the people who need to approve are on leave. Are they playing around or keeping on hold? Do they actually release offer after this much delay?
