Last, what skills do most employers value? In my experience, this dictates 2 optimal jumping off points:
(a) 2-3 years in. Consulting "tool kit" is solid
(b) ~1-2 year into Manager. Employers value experience managing people.

I was interviewing for L5 Prog manager. I was offered 155TC with 105 base being the highest they would go for that level.
They have a strict 165 cap on base irrespective of level and location (NY/SF is 185 cap). So your TC is pretty much built on bonus and RSU, keep that in mind.
If you are a non Tech PM I was told by friends that it wouldn't cross 180 for TC.
You could ask whatever you have in mind, recruiter will be very frank about what they can and cannot do.
