Why do US and UK companies only want to hire people based within?

I've been job hunting for about 2 months and the closest positive thing I've heard is we don't hire non-US based. It's tiring. I work as a Customer Support Specialist and can only take on full time remote roles.

Also, job sites now ask for subscription fees to apply to verified jobs. Any advice, help, or suggestions would be tremendously appreciated.
