Now for salary negotiation hr is asking me to go with ur current pkg otherwise it will be dropped bcoz it's already very high pkg for them. Depends - just a title change or shift in workload, sure. If my workload increases and I have more responsibilities - yup, pay me for my skills and time.
Happens at Ogilvy all the time (based on what I've seen). Agency doesn't have money to raise pay.

Absolutely not! A promotion should always come with a salary bump. It's tough shit, but assuming you do great work to deserve a promotion, you've given your company what they deserve and them in return. You don't owe them anything. A promotion is not a way to congratulate you for your efforts. It's a way to assign you more responsibility and let people know you're senior & more experienced. It's not worth it if you're not getting paid more for it. Time is money. If you're spending more time on work, you should be making more money from work. ;)
You should, but if you aren't, I'd take it, do it for 6 months, then what CD1 said
Negotiate for other benefits, no pay raise but perhaps they can give you an extra 5 days of vacation. Or a better seating assignment. Or telecommute one day per week. Or whatever is important to you. But don't do it for nothing unless you plan to skidaddle in 6 months. That's not how the real world works.
Did they give you a higher title or just more responsibility/work?
"Seeing how you handle it" is legit-happens in nearly every industry at most levels. You'll gradually assume the responsibilities and workload of your next position (sometimes not so gradually), and do that job for 6-12 months before you get a promotion and a raise. What is NOT LEGIT is giving you the title without the cash. If you've earned the title you've earned the compensation.
If this is what's happening, take the title and get the hell out at your first opportunity. No reason to stay. Take the position and follow CD1's advice.

If the promotion comes with a permanent increase in responsibility then you deserve an increase in compensation. That's the foundation of the relationship between employer and employee.
If you are being given more responsibility don't you want to be compensated for that?

i've seen it when our holding company won't release any money for raises. this risk to the agency is if you're title is Snr X and you're making the money for Jnr X - you'll leave and make Snr money elsewhere. (having proven you are worthy of the higher title)
Yes. If you're excelling, but ultimately low-balled with pay, leave. The title bump is a bargaining chip with other employers.
Only if I got to pick what my new title would be. And I'd want my new title to be Chief. That's it. Just "Chief".
