Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Tried researching this for hours but only found info on applying to other agencies.

The real test might be to see if you're a sucker who is willing to give them two fully baked concepts.
Decline because it is illegal and immoral to do that while employed and offer them more portfolio examples to make up for it. If they refuse, you do not want to work there.

2/2 the scenarios are for brands they already have as clients. is this a red flag? i feel like i’m doing free work that they can use regardless if they decide to make me an offer...

I’m weary of any kind of work test. This seems like trouble.
I’ve seen this done more and more as a means of determining if you actually can live up to their expectations for the role. It’s not ideal, but I guess a lot of places are getting wiser to people who sell themselves well in the interview and then fall flat when hired
It seems a little bogus, but agencies get away with it because people do it. A Friend was asked to do a “test” for a hot agency where *everybody* wants to work. Worked the weekend, impressed the CD, got the job.
