WBLs don’t increase utilization
Wtf no they don’t you dummies, stop spreading misinformation and look at one utilization report.
Effective utilization equals billable hours. The only difference with FULL is that effective removes vacations and holidays from the denominator so they don’t count against you. Majority of the firm uses effective except for FSO which still considers full for whatever archaic reason
Agree with OP and EY3. Don't know where you guys heard wbls increase utilization but that's false. The only thing that increases utilization is chargeable client work
If WBLs counted toward utilization I'd actually do them
The rooks on this feed that think WBLs and hours charged to an Admin code build utilization should leave their engagements and do every WBL EY offers...spare time can be charged to Admin. They will be 'rewarded' at year end for their contributions to the Firm.

I might be switching effective and full. For National PI I know we are expected to charge 85% billable hours

Admin, BD, PD all increase effective utilization. Full (chargeable client hours) would be a completely diff story

It depends what practice you're in. PAS is 95%
So national and FSO have different effective requirements?
