A more senior colleague going out of their way to help someone that confided in them is not toxic...it's human. Older melennials and Gen X were raised in the office and we befriended each other and helped each other acclimate.
I didn't hear anything about this office being discriminatory or more expensive.
No one was forced into anything. The role was relocated, which sucks but it's better than being fired. Employee accepted the relocation. A manager successfully helped employee acclimate to new location. Employee was soon promoted. This is the opposite of discrimination.
I don't see it as a red flag, I see it as someone trying and succeeding in helping someone adjust to and find enjoyment outside of work in a new place they may not know anyone in.
Genuinely curious what about this you think is toxic?
Feel like your the co-worker who gave me a bad review because I offered to help co-workers with a new task I was comfortable with and they said “he is trying to act like my manager and offering unsolicited advise”.
No, helping co-workers or direct reports overcome issues and become successful is not a red flag. 🤦♂️
This is really powerful, a good manager helps their employees as best they can. I wish I had been given this sort of encouragement early in my career.

If I have somebody on my team who I deeply value, I’ll do what I can to keep them happy and on my team. I disagree with you, PM. My red flag would have been if the manager had done nothing at all.
Unless you're a dentist or auto mechanic, any job that forces relocation is inherently toxic.
They didn't force a relocation... The employee accepted a job that required a relocation. Employee A very easily could have declined it and stayed where they were. Instead they decided to make the movie and the manager helped with the transition. Still not seeing any red flags with this

I don't understand why you say that is toxic. Managers talk employees out of quitting all the time.
It's very rare for a manager to help. Was there more to the story? Was the employee an attractive young woman and the manager was an older male? Or was there favoritism? I couldn't ever imagine having a manager that doesn't bully so I dunno it sounds like a dream to have a boss that would support you outside of work much less inside the job.
