Maybe start by asking some smaller, easier to answer, questions. Ie: If you could change just ONE THING about your job today (I usually insert "that isn't compensation" here if accurate), what would that be?
What's your favorite job task to do?
What's another job here you think sounds interesting?
Also some yes / no questions: Do you get along with your manager?
Sometimes those things can start leading you to what they're thinking.
Oh these are some great suggestions!
Ask them what their ideal day to day looks like - not necessarily in their current role, but anywhere. Then level set the conversation to see if it’s possible (or impossible) for them to achieve that at your company. Sometimes a person feeling stuck means they are really better off leaving, but they just haven’t come to that realization yet. Speaking from experience.

I usually try to unpack it slowly. I have found people often know what is wrong but struggle to say it clearly. Asking the right questions helps.
