How does one most effectively make the transition into management from an Individual Contributor?

I've been an individual contributor for 4 years in Tech, have 8 years of experience total. I'm finding it difficult to make the management transition despite having management experience, performing beyond expectations, and having a genuine passion for enablement and development.

I’m in PA school now but in the process of interviewing for what might be my dream job in medical imaging industry. If I get the job pay will start around 120k at a large company with room for growth. If I stay in PA school I will have around 120k in debt and will probably work in vascular surgery. At what point does the value of a degree fall off? I'm in my early 30s, and have five years of experience, and work on a very theoretically interesting project. Extremely frustrated that after 4+ years and multiple asks, I’m not getting the in-field construction experience I’ve asked for. I know that my designs could be better if I could see how things are actually built but I get slapped in the face with “I need you in the office designing/drafting” or “there’s no budget to have you go out” and then sends an intern to inspect instead.
