Anyone here take a pay cut to work in government? If so, do you stand by that decision? I have the opportunity to work a job I'm passionate about but it would mean a 10% cut in my current salary.

I got a job offer as a Tax Associate at PwC. I want to negotiate the salary but the HR said he cant just increase my salary since that would be unfair to other associates. The only thing he can do is to ask to compensation team and if the team approve, every in-coming associates would get a salary increase. Is that true?
