Yes. You can negotiate experienced hire salaries but not college hire salaries.
All incoming staff start off at the same salary, then as promotions come and you gain experience, salaries will start to differ
You can also negotiate your salary if you decide to switch firms and join them as an experienced hire
Experienced hires will not be completely on the cohort model to stay competitive with pay but will scale the same as the rest. Not saying I agree with the program but it is what it is.
Usually at big 4 campus hire salaries are set and non negotiable. I have seen rare cases if you have an offer from another firm they will match but wont negotiate without a competing offer. I would assume this is because unlike experienced hires that may have different work experience that would justify differences in pay for the most part all campus hires are coming in at the same level without any real world work experience in this field.
