In my experience, if you are manager and below, it pays to jump agencies. You not only (typically) get a huge bump in salary but then get to learn from a different group of people and tend to expand your knowledge and become even more of a commodity. You also have to weigh the benefits: holidays, vacation, etc. But some of those can be negotiated at another agency. Most agencies have the same bs, it's all about weighing salary with the amount of bs you have to deal with. Good luck!
If you want more money you are probably going to have to leave. You'll get 3-6% raises for the next few cycles unless you have a champion fighting for you to get a bigger increase. As you can read from these FishBowl threads, most places are the same. A little good and a little bad. I jumped a few times and was able to receive the increases that aligned with both my skills and the industry standards. Jumping maybe really good for you, but only you know the trade offs. I have no regrets.
Don't hold out. They're never going to be proactive about it. Ask for what you want. If you get it, stay. If you don't, bounce.
